Rhode Island Casino Amendment Pushed As reported by the Providence Journal: "Amid promises of 'property tax relief,' the Harrah's-Narragansett Indian casino backers are seeking to rewrite the state Constitution to allow a 'privately operated casino' and give it a locked-in tax rate, well below that paid by Rhode Island's other big gambling establishments. "But critics were quick to pounce as Williamson began circulating a draft of the joint resolution to put his multilayered proposal on the November ballot.
