It is a big question for the authority to grant permission to gambling as it is not just viewed as a way to earn easy money but also as a vice. There is an institute known as the National Gambling Impact Study Commission that was formed in the year 1997 for the basic purpose of evaluation of gambling activities. As gambling was viewed as a negative game and it was not given the kind of importance that other games had there was no such idea that the economic importance of legalized gambling could be proven.
