courts. “.The Seneca Gaming Corp. has the legal authority, at this juncture,
to build the Seneca Buffalo Creek Casino in the Cobblestone District, just
paces from the arena where the Sabres take the ice.

“But anti-casino voices have grown louder in recent days, sparked by
repeated disclosures in Seneca Gaming documents that its newest enterprise
will cater primarily to Buffalo and its suburbs and not lure tourists from
afar.”
