Gambling by tourists occurs in many places around the
world. More regions and countries are establishing
casinos, regarded as attractions. How are
gambling and tourism related and how do casinos attract
tourists. The characteristics of gambling games
can be compared with the gambles of normal life, to help
explain why such games are popular. Aligning that
analysis with two types of tourism, wanderlust and sun
lust, and leads to a conclusion that the former type is
not prone to gambling games. Evidence from several
countries also suggests that the proximity to a
political border with a neighboring country or province
that outlaws casinos can be a factor behind the success
of tourist destinations offering gambling facilities for
sun lust tourists. To overcome objections by local
residents to proposals for establishing gambling
facilities, pro-casino lobbies appear to use
"tourism".
Casino gambling is scarcely less moral than lotteries
and horse racing, but it does have distinctive problems,
notably a crime involvement and general shadiness.
Neither desirable model for other states considering
legalization. The economy is thoroughly dependent upon
the casino gambling industry, which dominates politics
at every level. The City have enjoyed considerable
prosperity as a result of casino legalization, but it
has also experienced major problems, such as increased
crime, higher housing costs, few jobs to local
residents, and displacement of the elderly and poor.
States considering legalization should not adopt
qualification models. Instead, states should consider a
resort-merit approach limiting number and location of
casinos. Casino applicants would be selected on merit,
after submitting proposals that include substantial
information on corporate background and social and
economic impact. Legalized gambling is expanding
throughout the world. There is considerable variation in
the patterns of gambling operations found in different
places. This article examines the difference between the
mass-marketed casinos of the very restricted casinos of
Europe. Explanations for the different styles are
suggested. Casinos in other developed nations as well as
in the less developed nations are also examined, as are
lottery operations. It is suggested that the North
American pattern, although appealing to entrepreneurs,
will not soon be adopted in Europe or in any way in
other parts of the world.
Public opinion:
In
this report, those who smoke less than weekly are
included in the category of tobacco smoker,
Rather than being presented separately as we do in our
reports on smoking prevalence. This is because behavior
and beliefs that relates to be more likely to be
influenced by whether or not a person smokes at all,
than how frequently they smoke. For example, it is
likely that many ‘less than weekly’ smokers do so in
some type of social context, and may therefore be less
inclined to support the restriction of smoking in
hospitality venues than former or never-smokers. They
may also be less bothered by than someone who does not
smoke at all. For these reasons, it has been decided
that, in considering issues related to, anyone who
smokes at all should be regarded as a smoker. The
increases in community support for smoking bans in
public places have occurred in a climate of legislative
reform in tobacco control, including increasing smoking
bans in public places, further restrictions on tobacco
advertising and
promotion,
and tougher penalties for sales to minors. While current
Victorian legislation restricts smoking in hospitality
venues, only total smoking bans will fully protect
patrons and staff from the hazards of exposure to
tobacco smoke.
