"The draft rules aim to keep crime out of the industry, ensure gambling is fair and protect vulnerable people, including children, from harm.

"The draft Licence Conditions and Codes of Practice also contain rules designed to combat addiction and regulate online gaming websites - which have seen a huge growth in recent years - for the first time.
