Gambling is all about betting of money or valuables on, and often participation in, games of chance involving some degree of skills. Gambling did not constitute a common law crime when conducted privately in countries like England and United States. Whereas as on the other hand in colonial America gambling is liable to rankle public opinion because it was often associated with rowdy activities and it produced debtors who would burden society. In countries like united States even though gambling have been allowed by the government still they had some control over the public wagers and the minors. Also they allowed wagering up to certain limit only. Though all of these state-sanctioned forms may conflict with public opinion on the moral and economic worth of gambling, all provide state and local governments with large revenues.
